You could also try jumpering the 2 contact pins to bypass the relay completely, that way you'll know for sure if it's an issue with the circuit or the actual defroster.
Thecord seems to be working for charging the phone but that maybe one component of the cable plug that is working. Try using the OEM Apple cable and see if that works. If the thicker pipe is stone cold and the smaller pipe is slightly warm then the system is working and most likely a flap motor is causing your problem.
